This is the access cover for my neighbor's water shut-off valve to the watermain pipe.
The watermain is located approximately 5 feet under under the ground below this cement slab.
If the association modified these pipes, they should be responsiblke for them. Not the homeowner.
Millbrook has covered them in the past at no expense to the owners.
The association is insurance could be used as long as they decided to cover it.
The watermain for my unit broke in 2017 because of drainage issues.
Having drainage issues that go unattended for years will cause the building to settle at a much more rapid pace then if you had no drainage issues.
