No mention of a special assessment and no mention of any type of financial concern.
Considering that TMMC made a proposal as far back as 2015 I need to wonder what the Board priorities are at this time.
Water usage should be a major topic of discussion.
The association spent $61,950 during 2022 which put the association $18,050 over budget as you will see below.
With that said our water bills are excessive especially in the summer months. Cutting back makes sense and this does not seem like it was done according to our water bills.

They only budgeted $43,900 for water that year. That put them $18,050 over budget for 2023.
The Board has a fiduciary duty to explain to the owners what the true financial needs of the association are.
Knowing that last year's water bill was $61,950 it would not make any sense to set at $44,318.
It makes even less sense when you realize that the water bill in 2021 was. $53,061.
Worst part our management company Sentry Property management did our budget since 2021.
Let's go back a little further to 2018 as a better comparison.
By the end of the year the final water bill was $64,143
What really raise red flags is that in 2018 they budgeted $68,000 for water.
How could you budget $23,682 less for water 5 years later??
Fun fact is that they budgeted $70,000 for the 2019 budget.
The Board owes the community an explanation.

I wonder why the Board did not invite any of these homeowners to this meeting?
I didn't find out until February of 2018 that they had voted on it.
