Back in 2020 I requested all the associations meeting minutes from first meeting up until the present day. This process took several months and at one point I found out that the President of the Board had them. What's crazy is that most of the records are missing.
No records from 1981 - 1995.
1996 - All meeting minutes present
1997 - All meeting minutes present
1998 - No records
1999 - Only the annual meeting minutes
2000 - Only the annual meeting minutes
2001 - Only the annual meeting minutes
2002 - Missing 5 months
2003 - Only the annual meeting minutes
2004 - Missing 5 months
2005 - Missing 1 month
2006 - Missing 1 month
2007 - 2009 - All meeting minutes appear to be present.
2010 - Missing 2 months
2011 - Missing 5 months
2012-2014 - All meeting minutes appear to be present.
2015 - Missing 3 months
2016 - 2018 - All meeting minutes appear to be present.
2019 - All meeting minutes appear to be present.
2020 - Missing the Annual meeting minutes. (Fun fact: they were never approved by the association at the 2021 or the 2022 annual meetings. Fun Fact 2: The association did not post meeting minutes from August 2020 thru December of 2020. More on this later.)
Annual Meetings
Let's put this into perspective.
Millbrook has 140 Owners.
5 of them are Board members.
Out of 135 owners the highest attendance in 25 years was 37 owners??
Millbrook has been in a crisis since 1999??
To me that means 65% of the homeowners either do not care or they do not understand that their investment is heading for financial ruin.
1999 had the highest attendance with 27% owner attendance.
2019 had the second highest with 26% attendance.
(Fun fact: 2019 attendance was high because of a email blast)
2018 was the 3rd highest with 20% attendance.
2012 the Board didn't reach a quorum.
(Fun fact: it does not appear that the rescheduled the annual meeting and a board member just added a year to his term.)
That means that over roughly 20 years less then 16% of homeowners attended a annual meeting.
It makes sense why Millbrook is in the condition it is in.
My thoughts:
I would think that more homeowners would show at meetings if they knew that their community had been mismanaged for years and that Millbrooks futures looked bleak unless someone starts dumping a lot of money into it.
Most of the owners that sucked this property dry over the years have sold and moved on. Many have made hefty profits at the expense of the new owners who will now get stuck with the special assessments to help fix all the years of frugal spending at the expense of the property.
Funny thing is this is not just a Millbrook problem this is a Colorado problem.
But don't be fooled because the rest of the country also has this problem and from what I am learning so does the rest of the world... LOL
Homeowners if you live in a HOA you need to get involved.
It's not only you home but for many of you it's a investment.
But for those homeowners that are not paying attention it's more like a pyramid scheme that takes about 30 years to unravel.
Millbrook was built in 1981 and it started to fall apart at the seams around 2010.

October 27, 2015 the association had a engineer report completed for Chimneys on the Depew side of the property that consist of 19 buildings (approx. 80 units, most buildings have min. of 4 chimneys. Millbrook has 140 units total)
On this list:
There are roughly 60 homes unaccounted on Canyon Tr.
Noted 2 chimneys are done but unable to confirm which ones. I suspect 7946 A and D since they were noted as needing to be replaced within the year.
2017 Plans show that they are budgeting to replace some chimneys but no details as to how many or which ones.
The next time that chimneys are mentioned is at the November 2016 meeting.
I wonder what was discussed?
Next mention was March 2017 and it looks like they are starting over again.
Next April 2017.
They voted during the May 2017 meeting to proceed with chimney repairs at 7946 D and 7918 B?
Odd I thought 7946 was done back in 2016.
Which two did they do?
June 2017 they proceed with the work and the completed the jobs by the July 2017 minutes.

I guess I am confused. Why wasn't this fixed with the loan money??
Why has no one spoken about this for the last several years?

Special assess
Next mention of the Chimney's was at the 2018 annual meeting.
Interesting, you always hear them talk about the loan being for the roofs and gutters. Not much talk about chimneys.
The Chimney list is brought up at the March 2018 meeting and the Board President at the time thought there were 39 more chimney's on the list.
Next we read about chimneys during the April 2018 meeting and it appears the approved engineering services with Knotts Lab for these 2 chimneys.
Lets see how this plays out.
The chimneys come up again at the May 2018 meeting BUT it seems they are back tracking as if they forgot what the did the prior month.
I could have sworn the had moved on from phase one when they voted and approved phases 2 and 3 at the April meeting?
I am confused.
