The Colorado Common Interest Act gives HOA's the power to manage, regulate and maintain property that is owned by a group of homeowners in a typically covenant controlled community governed by governing documents that are typically legally binding between the association and the individual homeowners.
Most HOA's are run by 3 or more Board members typically made up of homeowners/"members" of the community.
Most homeowners do not understand their rights and obligations as homeowners to their community/HOA.
Most homeowners will never participate in their HOA,
Most homeowners are unaware of how their HOA works or how the HOA law's work.

Most HOA's are run by "professional" management companies.
(I use the word professional loosely)
Most of these "professional" companies know all of these things about homeowners, and they use it to their advantage. After all yhey are in the business of making a profit.
The less homeowners know the less, they will get involved.
The easier they are to control.
