Millbrook HOA: A Critical Look at Our History
I've been a member of the Millbrook HOA for 20 years, witnessing firsthand our community's challenges. Our property has faced a gradual decline, a consequence of combined neglect by homeowners and bad Board decisions. This website aims to chronicle Millbrook's journey, backed by meeting minutes from 1996 to 2023.
An interesting fact about Millbrook's meeting minutes: In 2023, while moving our records from our old management company, Sentry Management, to our current management company, RowCal, all 20-plus years of meeting minutes were lost, with neither company being held responsible or accountable for the loss. What I found odd was that at the same time, all the digital records were lost as well.
I informed the Association that I had all the digital records and that the Association's legal team also has those records (they sent them to me as evidence). The Association and RowCal appear to have "lost" the records conveniently and do not seem too interested in having them back.

Community Alert: The Current State of Millbrook
Our community has been consistently mismanaged, with financial details often obscured. A critical examination of our financials suggests that reconstructing Millbrook might be more viable than continued maintenance under the current Board's direction.
Despite recommendations for special assessments by TMMC, our management company in 2015, and a reserve study in 2017, the Board opted for a loan without homeowners' consent, leading to further financial strain. My advocacy for transparency and better management since 2018 has been met with legal challenges from the Association, resulting in significant legal costs for the Association and myself.
Since 2018 the association has been deceiving the members of the community as to the true financial condition of the HOA. They have not once gone to the community to try to explain the situation and have let the community fall into rapid decay as a result.
In March 2024, the Association's management company, RowCal, proposed a $1.9 million loan to the members of the Association for years of neglected/deferred maintenance blind siding homeowners with a low balled estimate. Check out the entire meeting, starting with Part 1:
Prospective Millbrook Homeowners: Be Informed
Considering a home in Millbrook? It's vital to understand the financial responsibilities that come with rebuilding our community. Special assessments are likely, and commitment to rebuilding the community is essential.
Be willing to participate. Participation is needed for Millbrook to be a successful community. Currently the majority of residents are not involved but that is sure to change as the reality of Millbrooks situations worsens.
